Japan PR Visa

Japan has increasingly become an attractive destination to many foreign nationals because of its strong infrastructure, unique culture and rich history and diverse economic opportunities.

Japan is unique in that it has been grappling with the challenge of an aging population, resulting in a shortage in domestic labor. Like many countries, Japan has turned to immigration possibilities as one of several solutions to tackle this issue.

Traditionally, for a foreign national to obtain permanent residency (PR) in Japan (when he/she does not have a Japanese spouse or parents, for example), the applicant must have resided in Japan for at least 10 years. The applicant must have also held a Japan work visa for at least five years during this 10-year residency period (and must be currently holding a Japan work visa with a validity of at least three years). However, news from the country related to the relaxation of the requirements may make it easier for a foreign national to obtain PR. 

From a broad perspective, these developments helped to address Japan’s aging population and labor shortage. By shortening the residency requirement for PR, this allows Japan to fill the void in its labor market. The HSP points calculation criteria helps the government to ensure that the privilege of holding PR status in Japan is conveyed to those foreign nationals who are likely to make valuable contributions to Japanese society.

Since its introduction, Fragomen has seen an increase in PR requests and successfully assisted several individuals in obtaining their PR status.  While the eligibility requirements for PR have been reduced, the processing time of the application remains lengthy.  It is therefore important to note that the filing of a PR application (and the subsequent follow-ups with the authorities) is not a mere paper-pushing exercise.

Here’s a list of all the documents you’ll need for a permanent residence application in Japan. Keep in mind that you’ll need to submit all of these documents in Japanese, either officially translated from or along with the originals.

  1. Your photograph in 3 cm x 4 cm dimensions, taken in the last three months. You can follow passport photo rules here.

  2. A filled and signed application form, which can be found here.

  3. Your passport, along with photocopies. 

  4. Annual income statement — bank statements, an employment contract, or both.

  5. Employment status certificate, which is your employment contract, tax statements, or a business permit if you’re self-employed

  6. Your current residence certificate.

  7. Proof of resident tax payments.

  8. Bank statement from previous months.

You’ll also need to present a few additional documents if you’re applying for permanent residency as a spouse of a Japanese citizen. Here’s the list:

Family registry papers of your spouse (if they’re a citizen).

Your marriage certificate.

A letter that describes your relationship, written by your spouse (if they’re a permanent resident).

Proof of employment of your spouse, along with a letter stating they are financially responsible for you (if you won’t be working in Japan).

Lastly, a few documents are required from your guarantor as well.

The guarantor’s residence certificate that’s not older than 3 months.

A signed letter by the guarantor.

The guarantor’s proof of employment.

The guarantor’s tax certificate.

There is, however, a list of countries whose nationals are free from Japan visa requirements for stays of up to 90 days.  This means that as long as the citizens of those countries (which includes EU countries, the USA, Australia, the UK, etc), do not have to apply for a visa for Japan if they are traveling for tourism, visits, or other recreational and short-term purposes.

 


Know the process

When you submit a Japanese Tourist Visa application, you need to have several supporting documents. The Japan Tourist Visa requirements are:

Japan Tourist Visa Application Form, completed and signed. You can download a copy of the application form from the website of the Japan Ministry of Foreign Affairs (here). Complete all the fields. If one does not apply to you, write “N/A” rather than leave it blank.

Your passport valid for at least another six months and have at least two blank pages for the visa to be affixed in.

Passport-size pictures of yourself, with the following specifications:

Dimensions: 4.5cm x 4.5cm

Taken in the last six months

You must be staring straight ahead, with a neutral facial expression

Your entire face has to be visible

Your name and birthdate have to be written on the back

Flight Itinerary. Include a detailed plan of your arrival and departure dates, flight reservation number (you don’t have to actually purchase the ticket), your name, etc.

Daily Itinerary. You have to include an itinerary of your daily activities in Japan. You can find a sample itinerary for Japan Visa at the website of the Japan Ministry of Foreign Affair (here).

If you have a guarantor in Japan:

Invitation Letter from the Guarantor

If they will help finance your stay: Letter of Guarantee and their Income Certificate issued within the last three months

Residence Certificate, if they are a foreign resident of Japan

If you are financing your own trip: Bank Statements from the last three months

Your latest Income Tax Returns (if you do not have an ITR, you may be able to submit a letter explaining the reason why).

If you are visiting someone (friend or family) include proof of relationship, such as:

For relatives/family members: civil status documents, such as birth or marriage certificates

For friends: Pictures together, receipts, phone call details, and a letter explaining your relationship

If you are employed: No Objection Certificate or a Letter of Employment from your employer.

Civil status documents (as required): Birth certificate, marriage certificate, etc
